1. The CCC shall establish a Secretariat headed by a Secretariat Manager. The Secretariat Manager and the CCC Secretariat shall execute the day-to-day functions as delegated by the CCC.
  2. The CCC Secretariat Manager and staff attend meetings of the CCC but are not voting members.
  3. The CCC Secretariat will support the CCC by performing the following core functions:
    • Support in the development of Concept Notes and Funding Requests: Proactively facilitate and coordinate development of concept notes and funding requests to the Global Fund with the CCC and the Concept note development Task Force
    • Support in Principal Recipient Nomination: Proactively support the identification and nomination of PR(s) for implementation of Global Fund grants
    • Support in Oversight Committee in the oversight of PRs and program implementation:
      1. Manage oversight visits and meetings, including minute taking and reports to CCC
      2. Pro-actively support building the capacity of the OC
      3. Proactively follow up with PRs, including reviewing, interpreting and summarizing PR dashboards and grant data for OC and CCC
    • Organization: Manage the day-to-day work of the Secretariat and actively support the organization of the work of the CCC and its Ex Com, including managing visits by the Global Fund, Office of Inspector General, and technical consultants.
    • Communication: Pro-actively manage internal and external communications, including managing the CCC website, scanning the GF website, reviewing new GF guidelines and protocols, analyzing these for importance, summarizing and communicating these to key stakeholders.
    • Harmonization: Assist CCC in liaising with national and non-governmental and development partners to ensure harmonization and alignment of the GF funded activities with the efforts of other stakeholders.
